I thought the Storm may have hired Noelle Quinn and made her the head coach when they did in 2021 so that she didn't take one of the other job openings. I believe at the time, there were or were going to be opening in Los Angeles and Atlanta at a minimum.
If the Sparks were to land Paige Bueckers in the draft, LA would certainly have a very attractive young core in Buckers, Cameron Brink, and Rickea Jackson. An ironic side note, is a good portion of that core could have played in Seattle had they taken the longer approach to rebuild. If they didn't add Nneka and Skylar in Free Agency, they probably would have had the #1 odds to draft Paige Buckers and they would have kept their 4th overall pick from 2024 which Coach Quinn indicated they would have selected Rickea Jackson.
Back to the topic at hand. Unless Seattle parts ways with Coach Quinn, I don't see why Noelle would want to leave right now. We are entering a period in the WNBA where there are clearly ownership groups that are doing everything they can to support front offices, players, and teams. And other owners that simply don't care at all and invest almost next to nothing into their franchises.
Places like Chicago and LA are not good situations to enter. Neither is Dallas because of how many head coaches they've hired and fired in recent years. Not that long ago, the New York Liberty were in a horrible situation, playing in front of like 1,500 fans before the Tsai's purchased the team and moved them to Brooklyn.
I believe the Sparks have to practice at a Commuity College. Nneka Ogwumike spoke at length about what the Storm's brand new exclusive practice facility and performance center meant to her coming from a place that didn't offer any of that.
So yeah, long story short, unless the Storm opt to go in a different coaching direction, I don't see Quinn leaving her current situation for the current LA Sparks.
Jeff... Would Noelle Quinn be/become a candidate for the Sparks gig?

Among the things you mentioned that Seattle's front office needs to review, I noticed that you didn't mention the head coach.
